DRUG & ALCOHOL TESTING PROGRAM SERVICES
Collection site
establishment (fixed locations and/or on-site collection service)
We
have certified experienced collectors who meet all collection and testing
guidelines as set forth per federal regulations (49 CFR Part 40) for both
DOT- and non-regulated drug and alcohol testing programs. A local fixed
collection site will be established within close proximity to a client’s
work site. Or, in most instances, random collections for both drug and
alcohol testing can be done on-site by utilizing one of our own certified
mobile collection agents at no additional cost.
Specimen
collection kits and customized chain of custody forms
We
will provide all specimen collection kits, shipping materials, and appropriate
customized chain of custody forms for all testing programs to both our
employers and/or their local collection sites, where applicable. Our chain
of custody forms will be imprinted specific with each employer's program
information. DOT-regulated and non-regulated testing programs (including
student testing) will have separate chain of custody forms imprinted with
the specific employer information.
Federally
certified SAMHSA laboratory analysis and screening
DOT regulations maintain strict
guidelines regarding laboratory specimen processing. Our labs are SAMSHA (Substance
Abuse and Mental Health Services Administration) certified and we track and
monitor all testing to ensure the testing process meets all DOT
requirements (including blind specimen proficiency testing). We utilize the
same lab analysis for all our testing programs (DOT compliant,
non-regulated and student testing) unless a customer specifies otherwise,
thus providing consistent and thorough testing.
All drug specimens will be initially
screened for the use of prohibited substances using an immunoassay test,
which will eliminate negative urine specimens from further, or
confirmatory, testing. All specimens which are identified as positive on
the initial test will be confirmed by a second screening independent from
the initial screening which uses gas chromatography/mass spectrometry to
confirm the initial positive test result.
Nationally
certified Medical Review Officer (MRO) and staff support
We
will provide for the review and verification of all drug screens by our
credentialed Medical Review Officer (MRO) for any non-negative (positive)
test results. For DOT-regulated employees, when a positive (non-negative)
drug or alcohol test occurs with an employee, referral for a face-to-face
evaluation with the nearest qualified Substance Abuse Professional (SAP)
will be made. Or for non-regulated employees, we can provide for referrals
through our customized Employee Assistance
Programs (EAP).
Breath alcohol
testing conducted by certified Breath Alcohol Technicians (BAT)
Breath
alcohol tests are conducted utilizing Evidential Breath Testing (EBT)
devices, which are on the National Highway Traffic Safety Administration’s
conforming products list. Each alcohol test includes an initial and
confirmatory screening (when applicable) and is conducted by a certified
Breath Alcohol Technician (BAT) to meet all federal requirements.
Complete program
manual including policy development
We
will assist each employer in the development of an appropriate and
comprehensive policy for their drug and alcohol testing program. Whether
creating a standard policy for DOT-regulated employees or establishing a
new drug-free workplace program, we will provide a customized policy to
meet the needs and the specifics of a customer’s business. The suggested
policy will include information to meet federal and state regulations for
DOT-regulated and non-regulated drug and alcohol testing. Additional program
manual contents include contact information, mandatory referral procedures
and forms, job performance checklists, monthly program newsletters, and
more.
Employee,
Supervisor, Designated Employer Representative education
and training
Our standard training
program consists of three primary training sessions to cover employees,
supervisors, and Designated Employer Representatives (client’s
primary/secondary program contacts). These training sessions can be added
or deleted to create a time frame to meet each organization's individual
expectations and/or mandated requirements. Our training program includes
handouts and videos providing comprehensive coverage of all material. We
also offer customized training, upon request.
Reporting and
database management
Many
key elements fall under the Third Party Administrative (TPA)
responsibilities, including reporting and database management. All record
retention requirements will be coordinated by utilizing our centralized
computer processing system.
We will provide summary reports on a semi-annual basis.
These reports will be prepared for organizational reference and will
include all information necessary to complete the Management Information
System (MIS) reports as requested by DOT. Upon request, we can complete MIS
reports for our employers and will forward the completed reports to the
employer via fax or mail.
In
addition, we can prepare and send necessary information as requested by
Federal DOT auditors to employers upon request. We will also provide any
reporting requested by an employer to review and summarize program
statistics and/or accomplishments.
DrugPak
(DP) Live is an online software
reporting program that allows our employers (with a minimum of 20
participating employees) easy access to their company’s confidential drug
and alcohol testing program information. Our employers’ Designated Employer
Representatives (DERs) are given an exclusive
company log-on name and password for total confidential access to this
online system. Through this site, an employer’s DERs
can view and print drug test results and/or update employee rosters at any
time.
Non-biased
computerized random selection process
A non-biased computer-generated
random selection process will be used to choose all employees who will be
tested. For DOT-regulated employees, selection criteria used in the
random process meets federal DOT requirements (see your specific DOT Administration
of the Federal Drug and Alcohol Testing Rules in 49 CFR Part 40 for current
random testing rates). For non-regulated employees we can customize
random selection programs to meet an employer's choice of drug and alcohol
testing percentages.
All
DOT-regulated employees will be kept in their own random pool while any
non-regulated employees added to the drug and alcohol testing program will
be kept in a separate but similar pool. Additional non-regulated random
testing options include employees in their own company’s random pool or
testing conducted on a more frequent basis (i.e. monthly instead of
quarterly).
Total program
confidentiality
Confidentiality
is the cornerstone of an effective drug and alcohol testing program. We
recognize that confidentiality is a very important issue as many people
possess a stake in it. Therefore, we will insure complete confidentiality
at each and every step throughout the process for both the employer and
employee. The protection of the confidential nature of the services sought
and provided by us will head the priority list for this program. Absolutely
no situation will be tolerated in which the confidentiality could be
threatened, breached or compromised at any time.
All
reports to our employers reflect only statistics of the results of service.
The only exception to this rule is when the proper written release of
information form has been signed by the client. Our programs will provide
the highest standards of confidentiality throughout all phases of our drug
and alcohol testing programs.
